Tumulus uses web3.storage to stora and retrieve data on IPFS. Web3.storage in turn uses Filecoin, which gives cryptographic proof that your data is physically being stored without needing to trust web3.storage.

Tumulus uses a single “treasury account” to pay for both storage (via web3.storage) and gas fees (on the Polygon blockchain). In this configuration all users have their fees paid from the single treasury account. Actual fees are zero as long as you stay on testnet. See the web3.storage and Polygon websites to calculate what mainnet costs would be. 

Yes! Although tumulus was conceived originally in the context of end-of-life planning, it can be deployed in an app addressing any use case requiring self-sovereign data storage and sharing! Set your imagination free! 

At present tumulus only uses Polygon for its on-chain functions. However, it would not be difficult to add support for other blockchains. In fact, the vision for tumulus is for it to be chain-agnostic.
